What is it?
The Neighbourhood Plan will establish and document the desires of the parishioners with regard to all aspects of planning
Officially a Neighbourhood Plan is described as:-
A Neighbourhood Plan is a community-led framework for guiding the future development and growth of an area. It may contain a vision, aims, planning process, proposals for improving the area or providing new facilities, or allocation of key sites for specific kinds of development.
Neighbourhood Plans relate to the use and development of land and associated social, economic and environment issues. It may deal with a wide range of issues (like housing, employment, heritage and transport) or it may focus on one or two issues that are of particular importance in a local area.
Why have one?
So that the desires of the Parishioners are known, documented and included in a legal document.
Who is it for?
The Neighbourhood Plan is for everyone, all Parishioners, all ages, everyone who cares about how the village develops, with regard to planning, over the next 10 years.
Community engagement has been thorough, communication continues with parishioners, local businesses, land owners, pupils at local schools, village groups such as WI and the Cricket Club.
When will it be completed?
We are hoping to complete the work on the Neighbourhood Plan in mid 2017 but it will evolve, driven by community engagement, in its own time. It is important that it truly represents the desires of the Parishioners.
How much will it cost the Parish?
The estimate is nothing. Grant funding has been secured to cover all costs to date and it is anticipated that grants will be available to cover all future costs.
Who will use it?
The Thurgarton Neighbourhood Plan provides development management policies to help to enhance the quality and contribution of future development within Thurgarton parish by providing additional policy tools for all of these governing bodies :-
- Thurgarton Parish Council
To consider and refer to when responding to new planning applications - Newark & Sherwood District Council (as Local Planning Authority)
To use in the formal consideration and determination of new planning applications - Notts County Council
As the local authority for determining minerals and waste planning applications and County Council development proposals e.g. for schools, libraries and youth provision - The Planning Inspectorate
To consider in the event of an appeal against any refusal of planning permission issued by the Local Planning Authority; which cites the Thurgarton Neighbourhood Plan policies as part of the reason for refusal
Timescales?
- The Neighbourhood Plan is intended as a 10 year plan
- It is intended to implement the Neighbourhood Plan in tandem with the Newark & Sherwood Local Development Framework, this is the primary development plan for the area
- The Neighbourhood Plan will be subject to a review every 5 years
- At least annually the Parish Council will report progress to all households in the parish
Will it be law?
- When the Neighbourhood Plan has been through the full process, the policies contained within it will sit alongside other adopted local and national planning policies.
The Thurgarton Parish boundary is designated as the Neighbourhood area for the purpose of the Neighbourhood Plan.
The details and policies contained within the draft Neighbourhood Plan have been developed specifically in response to the relevant issues raised by:-
- Thurgarton Community Questionnaire of March 2012
- Neighbourhood Plan survey of June 2014
- Housing Needs Survey in May 2015
These issues, objectives and policies are now being tested further with parishioners using a Survey in June 2016 and during the Drop-in event on Saturday 2nd July 2016.

Vision Statement for Thurgarton Neighbourhood Plan:
“To ensure that future development within the parish respects its rural charm and heritage. In particular it wishes to resist any harmful impacts arising from industrial development and to direct new housing to within the main built up area of the village. The Parish Council wish to explore opportunities for improved facilities such as a new village hall, village shop, new footpaths and bridleways, increasing the aspects of heritage which the village has to offer and generally strengthening community spirit, all through appropriate development.“
